For those not clear on the political process, there are three levels of bureaucracy that the permitting process for commercial dog walkers must go through:
Level 1: Open Space Trails Committee
Level 2: Open Space Cultural Commission
Level 3: Board of Supervisors
The Trails Committee recommends laws and ordinances to the Open Space Cultural Commission, who then vote and pass on their recommendations to the Board of Supervisors. If the Commission are undecided on what steps to take, especially on the issue of commercial use of Open Space, the issue has to be referred back to a sub-committee. (A sub-committee is a panel formed to address specific issues at the Trails Committee level). DWOM has served on many of these sub-committee meetings in the past. We were bouncing back and forth between Trails Committee and Open Space Cultural Commission for over 2 years!
